Obviously, not everyone can be as artistically brilliant as I am (witnessed by my drawing!) but Sketchr is a website that lets you illustrate using a few tools. There's no text so you have to draw that yourself but there are circle, triangle and line tools and you can draw with a fill colour.
You can also save your masterpieces in svg or flash format and it zips it up and generates a download. It's pretty good what it does Make sure you right click to see the full range of tools available.
