Hi Speed Photos of Bullets
This is using some special kind of ammunition (not dum dum) that expands so that the exit wound is larger than the entry and the target will be in a pretty unwell state. The third photos shows this with the bullet being fired into gelatin.

This ammo is restricted to law enforcement so if a Cop shouts stop at you- it might be a good idea!
