Possibly this is in Seville or in Spain? Maybe they had a bumper harvest and thought's they'd use the oranges for more creative things.
I doubt if they are real though, unless preserved- wouldn't they go ripe (especially if it is in Spain) and rot very quickly? I'd guess it's from some kind of festival or exhibition, possibly to promote oranges.
